Does the city help with this?

Only for homes, and only a little. The city's two-item curbside bulk limit lets a household set out two large items on trash day, with a separate 311 appointment for appliances (six units or fewer, up to four items, days out). A basement or a whole rowhome is neither two items nor a curb job — you'd be carrying it all up yourself and rationing it across weeks. And for a business, the program does nothing at all: the city explicitly directs stores, stalls, and restaurants to use a private hauler. That's where a market stall full of coolers and shelving, or a restaurant emptying its kitchen, has no city option — it needs a crew that shows up, loads it, and hauls it the same day.
