Can the city handle a restaurant clear-out?
No — and this is the gap East Passyunk operators run into. The city's curbside bulk program is residential-only: two items on a home's trash day, or a 311 appliance appointment for houses of six units or fewer. A business gets none of that; the city directs commercial properties to use a private hauler. So a restaurant emptying a kitchen of coolers, prep tables, and booths has no municipal option at all — and even a homeowner clearing a full basement isn't going to do it two items a week up their own stairs.
