Does the city clear a full basement?

No. Philadelphia's two-item curbside bulk limit lets you set out two large items on your trash day, and appliances need a separate 311 appointment booked days out (six-unit homes or smaller, up to four items). A basement or garage packed with years of things is neither — you'd be dragging it out to the curb yourself, two pieces a week, with a pile sitting on the sidewalk in between. The city's convenience centers are resident drop-off only, so you have to haul it there on your own dime.
